Legendary loots that increase stats, and stat potions cause the xp you need to increase a skill to go up. I guess I'll be saving before picking up strange items, and I'll be walking around with my stat potions for a long time. It seems that the +2 you get from herbs doesn't effect cost, but I've not had 3 of the same to see if being over the next 5 mark makes a difference.
I hope it's going to be patched to be outside cost increase formula. If it's intentional then it's a frustrating, mean gameplay choice in at least my eyes and probably many others as well.
